This is a radar, that can be used to display enemy's or neutral objectives.
The colored dots are all enemies, the colored dots with black lines above represent enemies above the player while the ones, with black lines below represent enemies below the player.
The white dot represents neutral objectives or buildings, the black lines represent the same things as the other dots with black lines.
